Introduction of the World Federation of Acupuncture-Moxibustion Societies


I. Title

The World Federation of Acupuncture-Moxibustion Societies( brief in WFAS) is a non-governmental international union of acupuncture-moxibustion societies that builds official relations with the World Health Organization( WHO) and A-level liaison with the International Organization for Standardization(ISO), whose headquarters is in Beijing, the capital of PRC.


 II. Objectives

To promote understanding and cooperations among global circles of acupuncture-moxibustion, enhance international academic exchanges, further develop acupuncture-moxibustion, continuously improve status and function of acupuncture-moxibustion in global health care, contribute to human health


III. Responsibilities

Organize international conferences, medium-sized symposiums and seminars on acupuncture-moxibustion; Promote intercourse among acupuncture-moxibustion circles throughout the world and encourage various kinds of academic exchanges on acupuncture-moxibustion; Take responsibilities required by the official relations between WFAS and WHO and facilitate the strategy of WHO on traditional medicine; Publicize and promote the science of acupuncture-moxibustion and strive for legal status of acupuncture-moxibustion in all countries; Develop education and improve levels of practitioners of acupuncture-moxibustion; Conduct medical service of acupuncture-moxibustion; Publish academic journals and provide information service of acupuncture-moxibustion; Set and launch international standards of acupuncture-moxibustion; Other duties for realizing the objectives of WFAS.


IV. Organizations

WFAS is composed of society members. A members society shall be a legitimate acupuncture-moxibustion society or of at least three year’s history in a country/region and shall have at least fifty individual members. WFAS has 246 society members at present, representing nearly 400-thousand acupuncture-moxibustion practitioners from 70 countries and regions.

The General Assembly shall be the supreme governing body of WFAS, the Executive Committee shall be the permanent governing body of WFAS and the Secretariat shall be the permanent work body of WFAS.

WFAS holds the General Assembly and International Acupuncture-Moxibustion Congress every four years. International seminars on acupuncture-moxibustion is held annually between two International Acupuncture-moxibustion congresses.

Committee of International Acupuncture and Moxibustion Level (qualification) Tests, Consultive Committee, Expert Committee and Working Committee are under the Executive Committee. Committee of International Acupuncture and Moxibustion Level (qualification) Tests is responsible for conducting international level tests of acupuncture-moxibustion and promoting improvement of professional qualities and academic level of practitioners; Consultive Committee and Expert Committee provide consultation and suggestions on professional techniques and policies and regulations for the Executive Committee and support and assist the Executive Committee to conduct work. Working Committee is consisted of thirteen specific working committees on education, legislation, qualification, academy, finance, ethical standards, voluntary medical support, standards, diplomacy, scientific cooperation, university cooperation, international voluntaries, international standard fund administration, responsible for specific responsibilities respectively.

The Secretariat is set in CACMS, which is responsible for routine responsibilities. The Secretary-General shall supervise the activities of the Secretariat.


V. Date of Establishment, Development and Existing Circumstances

WFAS was prepared since 1984 with joint application by Ministry of Health, China Association for Science and Technology, Ministry of Foreign Affairs and Ministry of Science and Technology to the State Council. After the State Council’s approval, WFAS was established in Nov., 2011 under the guidance of WHO led by Chinese side.

WFAS have made fruitful efforts to promote understanding and cooperations among global circles of acupuncture-moxibustion, enhance international academic exchanges, further develop acupuncture-moxibustion, continuously improve status and function of acupuncture-moxibustion in global health care and contribute to human health since establishment.


 5.1 WFAS have organized international conferences on acupuncture-moxibustion for11 times( up to 2017, 9 of which are co-organized with WHO) and international seminars on acupuncture-moxibustion for 22 times( up to 2017, 4 of which are co-organized with WHO). WFAS conducted research on standardization of acupuncture-moxibustion and participated in promotion of WHO international responsibilities concerning regional agreements on acupuncture-moxibustion such as draft and document of“standardization of acupuncture-moxibustion terms” and “ international standards of acupoints”. WFAS Address List was established in 1988 and was sent to members and related departments of WHO. WFAS’s periodical World Journal of Acupuncture-Moxibustion was established in 1991. International Acupuncture and Moxibustion Level (qualification) Tests were conducted and International Acupuncture-moxibustion Course was published in 1997. WFAS official website(www.wfas.org.cn) was built in 2004.


5.2 WFAS shall improve relations with WHO and be highly consistent with its development strategy on acupuncture-moxibustion. WHO 101st Executive Committee discussed and approved to establish non-governmental official relations with WFAS. The cooperation plan is made triennially and the 7th one is now executing.


5.3 WFAS shall positively develop communications with governments, academic institutions and civil organizations. WFAS pays high attention to relations with governments in that high officials from various countries give substantial support or close attention for WFAS academic activities during the international conferences in different countries. WFAS’s contacts and communications with international medical institutions or communities are constantly increasing.


WFAS is supervised by the 10th Executive Committee. The President is served by Pro. Liu Baoyan, the Secretary-General is served by Pro. Yang Jinsheng and the Cashier is served by Pro. Yang Wang Xiaopin.
