Male, Han nationality. He studied in the school of Chinese medicine of Heilongjiang College of Chinese Medicine from 1978 to 1983. Bachelor of Medicine. Since then he had worked in the Hospital of Shuangcheng County, Heilongjiang Province for six years being a resident doctor and later the Vice President. From 1898 to 1992, he held the position as Secretary and Assistant to Secretary-General of WFAS when working in the WFAS. Later, he was the Office Director and Assistant to Director of Institute of Acupuncture and Moxibustion in China Academy of Chinese Medical Sciences (CACMS), with holding a concurrent post as Vice Secretary-General of WFAS from 1993 to 2001. In the next decade, he was the Director of CPC Office and Deputy Secretary of CPC of CACMS. Afterwards, he was appointed as the Deputy Director of Policies and Regulations and Supervision Division in State Administration of Traditional Chinese Medicine from 2011 to 2016. He was then the Executive Committee Member as well as the First Vice Secretary-General of WFAS. He participated in the “Project of Key Issues in the Development of TCM” and also the “Research on TCM Administrative System and Functions of National TCM Work”, during which he was also the chief author of the monographic study and drafted the research report. Meanwhile, Ma Ying disseminated the TCM policies and laws in the relevant TCM meetings worldwide.
